BOARD OF SELECTMEN Present: Frank A. Consolati, Chairman, Gordon D. Bailey, Patricia D. Carlino,
Board of Selectmen Ch. Consolati called the meeting to order at 4:35 PM. Also present: Hasan Abedi, Ph.D., P.E., Senior Geotechnical Engineer, Metcalf & Eddy; Peter Niles and Mark Moore, MassHighway; James Scalise, SK Design Group; Chris Pompi, P.E., DPW Supt.; William Enser, BPW member Dr. Abedi stated that two borings were done on the slope that once again failed and posed a threat to the water treatment plant access road and the town’s water supply. One was in the center of the slope and the other was at the edge of the road. What he found was a large deposit of glacial till. This is a mixture of silt, clay, sand and gravel. It is a very compacted material but when water is introduced, it created a very soft mud. He also found virtually no ground water in the borings. Surface water coming from the top of the slope is causing the problem. Dr. Abedi also stated that a cracked utility conduit could also be a factor. Discussion on what to do next for short and long term repairs. Dr. Abedi said that the water has to be intercepted or stopped altogether. The utilities and the upper slope are not in immediate danger. The Board asked Mr. Niles if MassHighway would stay involved in the long term. He responded by saying they were committed to this project and would do everything they could to see it through to completion. Discussion on having to build a retaining wall. A sheet wall may work. Mr. Scalise said his company already had a design in place. The plan was to cover the slope with hay and insulated blankets for the short term. Dr. Abedi left the meeting. Metcalf & Eddy submitted a proposal for slope failure engineering services in the amount of $76,500. The Board discussed this proposal with MassHighway members and Mr. Scalise. Mr. Scalise said the permitting costs could be eliminated and the number of hours for the various tasks could be reduced. MassHighway was asked if they could assist with the design phase. Mr. Niles was going to check. When asked where the financing will come from, Mr. Nason stated there were several accounts, including Chapter 90 funds. Upon motion duly made and seconded, the Board voted, unanimously, to go ahead with negotiations with M & E minus the permitting costs of $13,000. The meeting adjourned at 5:30 PM.
